Eccellenza, Presidente Erdoğan, Eccellenze, Signore e Signori,
Oggi c’è un faro sul Mar Nero. Un faro di speranza – un faro di possibilità – un faro di sollievo – in un mondo che ne ha più che mai bisogno. Voglio riconoscere e ringraziare tutti coloro che hanno contribuito a realizzarlo. Ai nostri ospiti, al presidente Erdoğan e al governo del Türkiye. La tua facilitazione e perseveranza sono state essenziali in ogni fase di questo processo.
Çok teşekkür ederim. Grazie mille. Ai rappresentanti della Federazione Russa e dell’Ucraina, avete superato gli ostacoli e messo da parte le differenze per aprire la strada a un’iniziativa che serva agli interessi comuni di tutti. La promozione del benessere dell’umanità è stata la forza trainante di questi colloqui.
La domanda non è stata cosa sia buono per una parte o per l’altra. L’attenzione si è concentrata su ciò che conta di più per le persone del nostro mondo. E non ci siano dubbi: questo è un accordo per il mondo.
Porterà sollievo ai paesi in via di sviluppo sull’orlo della bancarotta e alle persone più vulnerabili sull’orlo della carestia. E aiuterà a stabilizzare i prezzi alimentari globali che erano già a livelli record anche prima della guerra, un vero incubo per i paesi in via di sviluppo. In particolare, l’iniziativa che abbiamo appena firmato apre la strada a volumi significativi di esportazioni alimentari commerciali da tre porti ucraini chiave nel Mar Nero: Odesa, Chernomorsk e Yuzhny.
La spedizione di grano e scorte alimentari nei mercati mondiali aiuterà a colmare il divario di approvvigionamento alimentare globale e ridurre la pressione sui prezzi elevati.
Eccellenze, Signore e Signori, questo accordo non è stato facile. Dall’inizio della guerra, ho sottolineato che non esiste soluzione alla crisi alimentare globale senza garantire il pieno accesso globale ai prodotti alimentari dell’Ucraina e al cibo e ai fertilizzanti russi. Oggi abbiamo compiuto passi importanti per raggiungere questo obiettivo.
Ma è stata una lunga strada. Ad aprile, dopo essere stato ricevuto dal presidente Erdoğan, ho incontrato il presidente Putin e il presidente Zelenskyy per proporre un piano di soluzioni. Da allora lavoriamo tutti i giorni. Ci sono voluti immensi sforzi e impegno da parte di tutte le parti e settimane di negoziati 24 ore su 24.
Quell’impegno e quella dedizione sono ancora più vitali oggi. Questa iniziativa deve essere pienamente attuata, perché il mondo ne ha un disperato bisogno per affrontare la crisi alimentare globale. Contiamo sul governo di Türkiye per mantenere il suo ruolo fondamentale in futuro.
Sono qui per promettere il pieno impegno delle Nazioni Unite. Rimarremo strettamente coinvolti nel lavorare per il successo dell’accordo. Stiamo intensificando gli sforzi per garantire che le Nazioni Unite siano in grado di mantenere i propri impegni.
Sono grato per il lavoro delle due Task Force delle Nazioni Unite che hanno sviluppato un approccio parallelo, coerente e coordinato. Uno guidato da Martin Griffiths – Sottosegretario Generale per gli Affari Umanitari e inclusa l’Organizzazione marittima internazionale – si è concentrato sulla spedizione di grano ucraino attraverso il Mar Nero.
Oggi annunciamo l’istituzione di un Centro di coordinamento congiunto per monitorare l’attuazione dell’iniziativa del Mar Nero.
L’altra Task Force guidata da Rebeca Grynspan – Segretario Generale dell’UNCTAD – si è concentrata sull’agevolazione dell’accesso senza ostacoli ai mercati globali di cibo e fertilizzanti originari della Federazione Russa – e ha anche portato a un accordo. Esorto tutte le parti a non risparmiare sforzi per attuare i propri impegni.
Inoltre, non dobbiamo risparmiare sforzi per la pace. Si tratta di un accordo senza precedenti tra due parti coinvolte in un sanguinoso conflitto. Ma quel conflitto continua. Le persone muoiono ogni giorno. La lotta infuria ogni giorno.
Il faro della speranza sul Mar Nero risplende luminoso oggi, grazie agli sforzi collettivi di tanti. In questi tempi difficili e turbolenti per la regione e il nostro globo, lascia che quel faro guidi la strada per alleviare la sofferenza umana e assicurare la pace.

REMARKS ON SIGNING OF BLACK SEA GRAIN INITIATIVE
Istanbul, 22 July 2022
Your Excellency, President Erdoğan, Excellencies, Ladies and Gentlemen,
Today, there is a beacon on the Black Sea.
A beacon of hope – a beacon of possibility – a beacon of relief — in a world that needs it more than ever.
I want to recognize and thank all those who helped make it happen.
To our hosts, President Erdoğan and the government of Türkiye:
Your facilitation and persistence have been essential through every step of this process.

To the representatives of the Russian Federation and Ukraine:
You have overcome obstacles and put aside differences to pave the way for an initiative that will serve the common interests of all.
Promoting the welfare of humanity has been the driving force of these talks.
The question has not been what is good for one side or the other.
The focus has been on what matters most for the people of our world.
And let there be no doubt – this is an agreement for the world.
It will bring relief for developing countries on the edge of bankruptcy and the most vulnerable people on the edge of famine.
And it will help stabilize global food prices which were already at record levels even before the war – a true nightmare for developing countries.
Specifically, the initiative we just signed opens a path for significant volumes of commercial food exports from three key Ukrainian ports in the Black Sea – Odesa, Chernomorsk and Yuzhny.
The shipment of grain and food stocks into world markets will help bridge the global food supply gap and reduce pressure on high prices.
Excellencies, Ladies and gentlemen,
This agreement did not come easy.
Since the war started, I have been highlighting that there is no solution to the global food crisis without ensuring full global access to Ukraine’s food products and Russian food and fertilizers.
Today we took important steps to achieve this objective.
But it has been a long road.
In April, after being received by President Erdoğan, I met with President Putin and President Zelenskyy to propose a plan for solutions.
We have been working every day since.
It took immense efforts and commitment by all sides and weeks of around-the-clock negotiations.
That commitment and dedication are even more vital today.
This initiative must be fully implemented, because the world so desperately needs it to tackle the global food crisis.
We count on the government of Türkiye to maintain its critical role going forward.
I am here to pledge the full commitment of the United Nations.
We will remain closely involved in working for the agreement’s success.
We are ramping up efforts to ensure the UN is positioned to deliver on its commitments.
I am grateful for the work of the two UN Task Forces that developed a parallel, coherent and coordinated approach.
One led by Martin Griffiths — Under-Secretary-General for Humanitarian Affairs and including the International Maritime Organization – focused on the shipment of Ukrainian grain through the Black Sea.
Today, we are announcing the establishment of a Joint Coordination Centre to monitor implementation of the Black Sea initiative.
The other Task Force led by Rebeca Grynspan — Secretary-General of UNCTAD – centred on facilitating the unimpeded access to food and fertilizers originating in the Russian Federation to global markets – and it also resulted in an agreement.
I urge all sides to spare no effort to implement their commitments.
We must also spare no effort for peace.
This is an unprecedented agreement between two parties engaged in bloody conflict.
But that conflict continues.
People are dying every day.
Fighting is raging every day.
The beacon of hope on the Black Sea is shining bright today, thanks to the collective efforts of so many.
In these trying and turbulent times for the region and our globe, let that beacon guide the way towards easing human suffering and securing peace.
