MEF – MINISTERO FINANZE * CORONAVIRUS: « DAL GOVERNO INTERVENTI VIGOROSI E TEMPORANEI CONTRO IL COVID-19 PER EVITARE DANNI PERMANENTI ALL’ECONOMIA »

Da Governo interventi vigorosi e temporanei contro il Covid-19, per evitare danni permanenti all’economia.

Le decisioni prese dal Governo negli ultimi giorni rientrano in una logica coerente, incentrata sul contenimento dell’epidemia COVID-19 e delle sue ricadute sulla salute degli italiani, sul sistema sanitario nazionale e sull’economia. Il Governo è convinto che, con un’azione vigorosa e tempestiva di contenimento e prevenzione e aumentando la conoscenza del fenomeno da parte dei cittadini, sia possibile abbassare il numero di contagi e ridurre la durata della fase più acuta dell’epidemia. Ciò è fondamentale non solo da un punto di vista sanitario ma anche da un punto di vista economico. Una flessione temporanea di attività in alcuni settori è infatti preferibile ad una crisi prolungata che rischierebbe di allargarsi a tutti i settori dell’economia attraverso effetti di domanda e offerta.

Le misure restrittive che sono state prese relativamente a territori di grande rilevanza per l’economia italiana impatteranno su attività economiche legate ai trasporti, all’intrattenimento e alla vita sociale. Tuttavia, va sottolineato che le attività produttive e la pubblica amministrazione continueranno a funzionare regolarmente. Inoltre, come già annunciato, il Governo sta approntando adeguate misure di sostegno a favore di lavoratori e imprese su tutto il territorio nazionale ed in particolare nei settori e nei territori più impattati. Si tratterà di un sostegno adeguato alle difficili circostanze di numerosi territori e volto a prevenire danni permanenti al tessuto produttivo dell’economia italiana e all’occupazione. Si utilizzerà per quanto possibile il lavoro agile e si rafforzeranno le misure di protezione dei lavoratori dal rischio di contagio.

Gli interventi di politica economica che sono in fase di definizione saranno dunque vigorosi ma commisurati alle esigenze e limitati nel tempo. Come già ribadito nella Relazione inviata al Parlamento, nel richiedere un’autorizzazione a incrementare l’indebitamento netto della pubblica amministrazione nel 2020, il Governo si è impegnato a riprendere il sentiero di consolidamento del bilancio e di riduzione del rapporto debito/PIL non appena ciò sarà possibile alla luce dell’evoluzione dell’epidemia in italia e a livello internazionale. Infine, il governo si impegnerà anche affinché venga approntato in tempi rapidi un pacchetto di misure dell’Unione Europea in coordinamento con l’intera comunità internazionale.

Economy and Finance Ministry comments on the latest measures announced by the government in relation to the COVID-19 outbreak

The decisions taken at the weekend by the Italian government in relation to the COVID-19 outbreak are based on a consistent strategy centred on containing the epidemic and its consequences for Italian citizens, the national health care service and the economy. The government believes that vigorous and timely actions to contain the outbreak and to raise awareness and preparedness among citizens will in due course help reduce the spread of the disease and the duration of the most acute phase of the epidemic. This is of the utmost importance not only from a health-care point of view but also economically. A temporary downturn in some sectors or areas of the country is preferable to a longer crisis that could spread to the whole economy via demand and supply effects.

The precautionary measures that have been taken with respect to areas of great relevance to the Italian economy will impact in particular sectors tied to transportation, lodging, food and drink, entertainment and social life. However, it should be emphasised that the core sectors of the economy and the public administration will remain open for business even in the restricted areas of the country. Furthermore, the government is readying measures to support workers and firms across the entire national territory and in particular in the sectors and areas that are most affected by the outbreak and related restrictions. Support measures will be adequate to the difficult circumstances and aimed at preventing lasting damage to the supply side of the Italian economy and permanent employment losses. Smart working arrangements will be used wherever possible and preventive measures will be adopted to protect the health of employees in the workplace.

The economic measures that are in the works will be vigorous, commensurate to current needs, but temporary. This past week the government requested parliament’s approval for an increase in the deficit ceiling for 2020 in order to finance such measures. Along with this request, the government reiterated its commitment to returning to a fiscal consolidation and debt-reduction path as soon as the epidermic and its economic fallout are overcome. Finally, the government will spare no effort to ensure that a package of measures is agreed at the EU level in coordination with the whole international community.
